Resolution on new top-level domain applications
The non-commercial constituency of the DNSO supports the following policy criteria as guides to the selection of new top-level domains:
Whereas:
- ICANN's mandate is primarily technical coordination, and
- The 44 applications before ICANN propose a broad variety of policies and business models, all of which may offer valuable experience for the testbed period, and
- Diversity of service and additional choices for users are the primary objective of adding new top-level domains,
Resolved, that the non-commercial constituency urges ICANN to:
1. Accept all technically and operationally sound applications for top-level domain names if there are no other applications for the same name;
2. When there are mutually exclusive applications for the same top-level domain name, use the following rules to resolve conflicts:
- Select the applicant organization that designates a registry which is not already a registry for top-level domains in the ICANN-administered root; and
- Avoid giving
contested top-level domains in the first round to organizations or
consortiums that represent more than 40% market share of the existing
market for registry or registrar services in the .com, .net, and .org
top-level domains.
